# Independent local review

Scope: the local contract demonstrator, not a deployed Qthonic service or operational attestation.

The first review independently reran the 12-test specimen and both mutation controls. It identified three material issues: mutable arguments after admission, an endpoint outside the admitted binding, and caller-chosen work-step identity.

The author froze the payload before validation/dispatch, bound the provisioned endpoint into immutable intent, and restricted step IDs to the ticket-owned set. Two regression tests were added. The corrected specimen was independently rerun: 14 tests passed and both mutation controls were detected. The reviewer confirmed that the recorded source hashes match the current files and found no material remaining claim/code contradiction within the stated local specimen scope. This does not qualify production authentication, containment, semantic assurance or complete authority-store recovery.

Review completed 14 September 2026 by an independent local AI reviewer. Exact executable source hashes are recorded in result.json. This development review is not an enrolled operational attestation or security certification.
